On October 11, 2024, the Winnipeg Police Service issued a media release ( SEE BELOW )  regarding an Internet Child Exploitation Unit (ICE) investigation. A 37-year-old male, Matthew James MOUSSEAU of Winnipeg was charged with Voyeurism, Sexual Assault, Sexual Exploitation, Possession and Accessing Child Pornography.    

As a result of the ongoing investigation, ICE investigators discovered evidence of sexually exploitive conversations between MOUSSEAU and young females, as well as sexually exploitative imagery. Investigators identified additional offences involving four survivors between the ages of 12 and 17.

Three of the survivors were students in a program with MOUSSEAU as their mentor. The other survivor knew him from outside of school.

The subsequent investigation revealed the following:

  1. Sometime between January and May, 2024
  • A former teenage student, requested a ride from MOUSSEAU.
  • He picked her up, brought her back to his residence where she spent the night.
  • During her stay, he took photos of her.
  1. On January 22, 2024
  • A teenage female who knew MOUSSEAU from the community attended his residence.
  • While they were alone, he secretly recorded a video of her.
  • In the video he performed an indecent act.
  1. Between February and March, 2024
  • A female student of MOUSSEAU turned to him for emotional support.
  • MOUSSEAU used grooming tactics to increase the time they spent together. A sexually exploitive relationship was cultivated with messages between each other.

On March 26, 2024

  • The same student was picked up by MOUSSEAU and they attended his residence alone.
  • He provided her with cannabis and she was sexually assaulted.
  1. Sometime between July and August, 2024
  • A former teenage student, requested a ride from MOUSSEAU.
  • He picked up the teen and another underage female (not yet identified).
  • He purchased liquor and cannabis for them and they consumed it together at his residence.
  1. Between September 17-19, 2024
  • One of the aforementioned students and MOUSSEAU arranged to meet in person.
  • The teen was picked up by MOUSSEAU and they attended his residence alone where she was sexually assaulted.
  • MOUSSEAU was previously charged with offences related to this survivor

On December 17, 2024, Matthew James MOUSSEAU was charged with the following offences:

  • Voyeurism
  • Makes, Prints, Publishes or Possess for the Purpose of Publication any Child Pornography
  • Indecent Exposure to a Person Under 16yrs of Age
  • Luring a Person Under 18 years of age by Means of Telecommunication
  • Supply liquor to a minor

He was detained in custody.

Child Sexual Abuse Imagery – Arrest: R24-47685

In July 2024, the Winnipeg Police Service’s Internet Child Exploitation Unit (ICE) was alerted to child sexual abuse imagery on a suspect’s mobile device.  A search of the device revealed child sexual abuse images and a Warrant for Arrest was issued for the suspect.

Further searches of the suspect’s mobile device revealed video recordings made in April 2023 and May 2024 of children and adults in various stages of undress in the family change room of a public pool in the Maples neighbourhood of Winnipeg.

On October 2, 2024, the suspect was arrested on the strength of the Warrant for Arrest.  Information came to light during the investigation which led investigators to believe that  the suspect had previously inappropriately engaged with a student while he was teaching at a high school in the North End neighbourhood.

Matthew James MOUSSEAUa 37-year-old male of Winnipeg, was arrested for the following offences:

  • Possession of Child Pornography
  • Accessing Child Pornography
  • Voyeurism
  • Sexual Assault
  • Sexual Exploitation

Investigators determined that MOUSSEAU had been employed as a teacher in several schools in Winnipeg up until May 2024, but is no longer a teacher in Winnipeg.

MOUSSEAU was released on a Release Order as mandated by the Criminal Code.

The Winnipeg Police Service reminds everyone to be aware of their surroundings, especially when using a change room or washroom facility in a public setting.  The public are encouraged to report suspicious items or activity in or around these settings.
